HGP (Human Genome Project) was a project initiated by US government and researchers. 
Although it is called the HGP, in fact, it is more like a very expensive Caucasian Genome Sequencing Project.

It was too political and driven by commericial logics that were not necessarily in accordance with scientific and technological principles in using money.
